Edwina Licari – General Counsel
Edwina Licari was appointed as General Counsel in October 2018. She is responsible for legal affairs, as well as for external and international engagement with regulators, governments and related stakeholders. She is a member of the Executive Team of the MFSA and a key contributor to the reforming and shaping of the MFSA’s regulatory agenda.
An advocate by profession, she is specialised in IT law and Telecommunications, with her main practice and experience relating to regulatory policy within the services sector (gaming and related sectors), International/European diplomatic, regulatory and legal affairs, legislative reforms, stakeholder management, business development and strategy.
She is a member of the Chamber of Advocates (Malta) and of the International Masters of Gaming law (IMGL). She holds a warrant to practice in the Maltese Courts and has also been a regular speaker in local and international conferences relating to gaming and international regulatory issues, as part of her previous role as General Counsel for the Malta Gaming Authority (MGA) which she occupied for nine years.
