Overview
The MFSA will be taking part in the 2019 edition of the DELTA Summit, where it will be laying out its vision of establishing Malta as an international FinTech hub.
A highlight in our participation this year is the showcasing of our proposed Regulatory Sandbox approach. Through this initiative, we will be providing financial services entities with a controlled environment to test out their innovations for a specific period.
The Regulatory Sandbox will be presented in the context of The MFSA’s FinTech Strategy which was launched earlier this year in line with our objective to position Malta as a trailblazer and leader in this space. In creating this regulatory environment, we are at the same time securing investor protection, promoting market integrity and safeguarding financial stability.
Our team will be on stand H5 to welcome visitors on 3rd and 4th October. Delta will be an excellent opportunity for delegates to ask questions to the MFSA team directly about anything Fintech, including:
- VFA framework,
- Proposed Regulatory Sandbox,
- MFSA FinTech Strategy, and
- proposed STO policy.

Dr Christopher P. Buttigieg
Dr Christopher P. Buttigieg is the Chief Officer Strategy, Policy and Innovation at the MFSA. Prior to this appointment, he was the Head of Securities and Markets supervision, responsible for work in the field of policy, regulation and supervision of securities, markets and FinTech.

Christos Efthymiopoulos
Christos Efthymiopoulos is a Senior Analyst within the MFSA’s FinTech & Innovation Function and is managing the team responsible for the authorisation and supervision of Virtual Financial Assets (‘VFA’) operators. From the outset of his appointment, Christos has been heavily involved with the drafting and development of the Virtual Financial Assets legislative and regulatory framework. Prior to joining the MFSA, Christos was working as legal advisor, Compliance Officer and MLRO Designated Employee for an established Maltese firm, focusing mainly on financial services, with particular attention to investment funds, FinTech, Regulatory Compliance and Anti-Money Laundering.
