On 30th July 2019, Finance Malta in collaboration with MFSA, will be organising a briefing and consultation event with regards to the Consultation Document on Pillar 1 of the FinTech Strategy.
The objectives of the Workshop are to:
- Provide an in depth overview of the Consultation Document;
- Engage with the audience for feedback;
Prospective Sandbox participants, collaborators and stakeholders from finance, law and tech are all invited to attend this workshop and communicate their views.

Dr Christopher P. Buttigieg
Dr Christopher P. Buttigieg is the Chief Officer Strategy, Policy and Innovation at the MFSA. Prior to this appointment, he was the Head of Securities and Markets supervision, responsible for work in the field of policy, regulation and supervision of securities, markets and FinTech.

Kenneth Farrugia
Kenneth Farrugia joined Bank of Valletta plc (BOV), Malta's largest banking group, in 1985 and has since occupied various positions within the Bank. Kenneth currently holds the post of Chief Business Development Officer at Bank of Valletta plc and sits on the Group's Management Board. Kenneth is amongst others responsible for the improvement of the Bank’s market position, as well as the achievement of financial growth and long-term strategic business goals. Kenneth is also the Chairman of FinanceMalta, Malta's national promotional body for financial services, and also serves as Chairman of the Malta Funds Industry Association. He is also the Chairman of Malita Investments plc which is listed on the Malta Stock Exchange. Kenneth is married to Kathleen and has two children.

Luciano Brincat
Luciano Brincat works within the Securities and Markets Supervision Unit of the Malta Financial Services Authority (‘MFSA’), and is currently focusing his efforts, together with his colleagues, on the MFSA’s Policy on Fintech and Virtual Currencies. Luciano graduated from the University of Malta in 2011 with a Bachelor of Commerce Honours degree majoring in Economics and subsequently in 2017 with a Master of Science degree in Banking and Finance, during which he submitted a thesis focusing on systemic risk measurement. Throughout his career, Luciano has always shown a keen interest in innovative areas within the financial services sector.

Ian Gusman
Ian Gusman is an analyst at the Malta Financial Services Authority (‘MFSA’) within the FinTech and Innovation Function. Together with his colleagues, he focusing on the implementation of the respective six strategic pillars outlined under the MFSA FinTech Strategy. Prior to joining the MFSA, Ian worked at a Big Four audit firm within the banking team. Ian graduated from the University of Malta in 2017 with a Master in Accountancy, focusing his thesis on the effects of IFRS 9 impairment model on Maltese Banks and has been closely following technological developments with a strong interest in innovative technology transforming the financial services sector.

Dr Joshua Ellul was appointed as the first Chairman of the Malta Digital Innovation Authority. He is also the Director of the Centre for Distributed Ledger Technologies at the University of Malta.

Stephen McCharty
Stephen McCarthy graduated with a B.A. Honours in Accountancy from the University of Malta in 1986, and went on to obtain a warrant as a Certified Public Accountant. Following to this, Mr. McCarthy worked in the financial field as Financial Controller and Financial Consultant with various companies. In 1989 he joined a team of professionals from various management fields who jointly set up The Management Advisory Group. The Group covered most areas of management, including Financial Management, and specialises in helping local and foreign businesses to restructure and to meet new market challenges. One of the group’s major assignments was the transition of the Water Works Department (Malta) to the Water Services Corporation between 1989 and 1992, in which Mr. McCarthy played a key role in the restructuring of the organisation and the commercialisation of its accounting system. Mr. McCarthy was appointed Finance Director of Greenpeace Mediterranean for five consecutive years, during which period he also formed part of the Greenpeace International Standardisation Board. During his working experience, Mr. McCarthy has been working with different local companies in various sectors such as the service, property development and gaming industries. He also held the position of Financial Controller of Bigpoint International Services Limited for four years. Furthermore, Mr. McCarthy served for five years as Chairman of the Board of Directors of Union Print Company Limited and two years as Chairman of the Board of Directors of Untours Insurance Agency Ltd. Recently, Mr. McCarthy was involved in the social area, where for five years he served as CEO of the Malta Housing Authority. All the noteworthy assignments for which Mr. McCarthy has been responsible during the past years have earned him considerable experience and credibility in the field of business development and management.

Dr Ian Gauci is the Managing Partner at GTG Advocates, Afilexion Alliance and Caledo Group. Dr Gauci also provides consultancy on legal matters related to blockchain technology, smart contracts, crypto-currencies and ICO/ITO.

Dr Leonard Bonello is a Partner within GANADO Advocates’ Banking and Finance team. Leonard also heads the Fintech group at GANADO Advocates and is involved in assisting a number of blockchain-based projects.

Dr. Abdalla Kablan
Dr. Abdalla Kablan is an expert in Computational Finance and Big Data Analytics. He has a PhD degree in Computational Finance from the University of Essex, UK, and his PhD thesis title was (The Applications of Fuzzy Logic for High Frequency Trading). He is a scientific expert in the application of computational intelligence to financial systems, and has an extensive academic research publications track record in the areas of algorithmic trading, computational intelligence, Machine Learning, and Finance with renowned academic journals, many of which won various research awards. Dr. Kablan also has an MSc in Financial Engineering and Knowledge Management from the University of Bradford, UK, and a BSc I.T degree in Computer Systems Engineering from the University of Malta. Dr. Kablan's research focuses on; Computational Finance, Financial Data Analytics, High Frequency Finance, Algorithmic Trading Systems, Statistical Modelling of Large data sets, Artificial Intelligence, Machine Learning, and Forensic Asset Tracing and Tracking systems. His interests also include Heuristic analysis of dynamic portfolios, and Genetic-Fuzzy systems for asset detection and allocation. Throughout his career, Dr. Kablan has designed and implemented various financial trading and data modelling/analysis systems. A large part of his PhD thesis was also dedicated to the statistical back testing and risk analysis of financial data and trading strategies using Monte Carlo simulations and booth strapping methods. The majority of Dr. Kablan's research has been fully published and peer reviewed by internationally acclaimed journals and academic conference proceedings.
